I think the real issue here is that carriers underestimated the work that needed to be carried out in integrating Femtocells into very different OSS and BSS environments - just looking at provisioning, testing, billing etc you can see how many network core assets need to be touched to make it work. They are a way down this line already so its just really a blip in the roadmap more than anything.
