I think AT&T aka Cingular is and was managing from 3 to 5 networks in any given market at the same time over the past 8 years: Amps (multiple thru mergers and acquititions), TDMA (multiple thru mergers and acquititions), GSM (multiple thru mergers and acquititions), and UMTS.
