Back in March '08 I read an article that indicated penetration of VOIP market in W. Europe was as much as 25% with PTT support [unlike U.S.]. Aggressive pricing and competition also supports this high penetration level.
If I were a European PTT, I'd push VOIP since analysts are used to fixed line drop-off and are using data ARPU as strategic key growth metric. It will be interesting if VOIP turns out to be bulk of DARPU growth contribution.
