Position Description
LOCATION: ATLANTA, GEORGIA
REPORT: Director of Mobile System Engineering
SUMMARY OF POSITION:
This position reports directly to the Director of Mobile System Engineering. This person will serve as the Cox mobile system engineering lead in managing the design, implementation, and ongoing evolution of network infrastructure supporting a new Cox mobile network.
POSITION RESPONSIBILITIES:
1. Provides mobile network engineering direction and planning oversight over the system architecture, detailed design, and growth planning for 3G and 4G BSS and mobile core network environments within a complex implementation environment that includes existing cable network infrastructure supporting digital voice, cable modem, as well as analog and digital video services.
2. Works along side as well as guides and manages a team of up to two engineers responsible for the hardware and software configuration of mobile network elements such as HLR, BTS, BSC/RNC, PDSN, MSC, and IMS. Provides vendor management and close oversight to successfully drive network architecture, high-level and detailed designs, documentation, and the installation, commissioning, and integration of these network elements in support of a new network implementation project.
3. Collaborates with mobile system engineering team members and the broader Cox engineering and technology community to provide an efficient mobile network design that is consistent with Cox¿s vision for an all-IP network architecture.
4. Assists as needed in all engineering initiatives impacted by wireless network considerations including but not limited to: network architecture definition, vendor evaluation, new product and service development, and operational planning. This will include working with other CCI departments such as Strategy and Business Development, Telephony, DOCSIS, and Video Engineering; Network Engineering Operations, Marketing, Network Operations Center, as well as various Field Engineering and Operations groups.
5. Monitors and participates as needed in industry fora and standards bodies (e.g. CableLabs, IETF, 3GPP/PP2, CDG, GSM Americas) to monitor mobile technology evolution and developments, specifications, proposals, and issues of interest and their impact relevant to Cox’s business plans.
6. Collaborate with peers in partner MSOs, Equipment Suppliers, Consulting Firms, and other wireless system operators.
7. Solicit and evaluate technical contributions and proposals from vendor companies as necessary to meet Cox’s future technical requirements.
8. Provide mentoring and guidance to less experienced members of the Cox technology community including IT, engineering, and network operations staff.
9. Typical travel will be 25%.
Qualifications:
QUALIFICATIONS:
1. 7 years of broad technical experience in mobile network engineering including both theoretical and practical engineering for mobile voice and high-speed packet data networks, network technology assessment, network planning, implementation, and field operations.
2. Solid understanding of current 3GPP2 network technologies and evolution plans with detailed knowledge of both the PS and CS core domains.
3. Experience with TDM and IP based fixed network technology that includes design, implementation, and operations of soft switching, TCP/IP, VoIP, BGP, Mobile IP, SIP, Sigtran, MAP, SS7, WIN, and IMS in the mobile network environment.
4. Experience with Greenfield mobile network implementation projects spanning preliminary planning & analysis, network design, ICI (installation, commissioning, and integration), acceptance testing, and commercial launch phases.
5. Ability to work with minimum supervision, quickly learn on the job in a fast paced environment, and proactively contribute as an experienced subject matter expert.
6. Demonstrated ability to combine engineering/technical expertise with business and financial acumen to achieve corporate goals.
7. Previous management experience that demonstrates success in building and leading engineering teams focused on the design, engineering, and network planning of mobile network infrastructure in an operating company environment.
8. Demonstrated ability to flourish in a highly collaborative team environment where personal influence and credibility supersedes formal title based authority, and skill in solving complex problem.
9. Experience in communicating with technical and multi-disciplinary audiences across all levels of an operating company including operations, management, and executive organizations.
