Position Description
Functional Accountabilities:
- Oversight of daily work by RF Design/Optimization Engineers with Site Acq, Zoning and Leasing to rank and qualify potential sites.
- Evaluate recommendations and compromises as needed to accommodate site specific constraints on antenna location, size, stealthing, future flexibility, etc.
- Review and approve supplier submitted drive test plans and results.
- Establish Guidelines & Standards for initial and on-going RF Performance & Traffic Optimization.
- POC & oversight for Suppler RF resources as needed.
- Ensure compliance with Engineering Specifications, Design Processes & Standards (link budgets, load balancing, morphology definitions, technology migration, spectrum augmentation/overlays, etc.).
- Site Candidate Evaluation & Testing.
- Approval and Submittal of FCC & FAA Applications.
- Land-use/Zoning Support.
- Develop necessary processes and verification points to ensure compliance with national standards for the above activities.
- Negotiate and establish detailed Statements of Work (SOWs) to ensure supplier compliance with the above standards.
General:
- Establish strategic goals for improving operations, products and services. Initiate and direct activity aligned with achieving improvement goals.
- Analyzes and manages capital and expense budgets.
- Develop, lead and guide improvement programs across multiple organizations.
- Oversee and lead contract negotiations and perform supplier management functions as assigned.
- Create solid communications links between the network operations teams, field locations, and other functional groups within Cox corporate to insure a timely response to network reliability issues and deployment of new services.
- Participate as a Network Operations lead in cross-functional teams through the entire product development and deployment stages of new services.
- Directs the execution of future network enhancements as assigned.
- Directs engineering economic, alternative, and feasibility evaluations as assigned.
- Consult with business leaders to define key performance indicators and service levels, create a process framework, and initiate and direct improvement activities.
- Provides high level consultation and leadership to field systems, engineers, and implementation teams.
Qualifications:
Minimum Requirements:
- 10 years experience in wireless network RF Engineering & Performance Optimization,
- 5 years direct management experience.
- BS in Electrical Engineering or other technical discipline highly preferred.
- Extensive experience and knowledge of the wireless industry, zoning and permitting considerations, and Federal, State and Local regulations affecting wireless antenna structures.
- Excellent written and verbal communications skills.
- Ability to travel extensively as needed.
