Position Description
REPORT: Director of Mobile System Engineering
SUMMARY OF POSITION:
This person will serve as the Cox engineering lead in managing the design, implementation, and ongoing evolution of wireless data services associated with a new Cox mobile service offering.
POSITION RESPONSIBILITIES:
1. Provides network engineering and planning support to drive the architecture, development, implementation, and growth planning for mobile value added service solutions within a complex engineering and operations environment that includes existing cable network infrastructure supporting digital voice, cable modem, as well as analog and digital video services. Helps design integrated wireless wireline network solutions supporting voice, data, and video services based upon growth, emerging technologies, and network service trends.
2. Responsible for a variety of mobile value added service (VAS) solutions across a variety of Cox owned and or ASP hosted service platforms. Designs solutions and conducts extensive lab evaluations and integration testing of network solutions and document results. Develops network sub-system and element functional and technical specifications based upon marketing, business, and network operations requirements. Mobile VAS platforms may include WAP Gateways, SMSC/MMSC, Voicemail, Ring Back Tones, Content Stores, etc.
3. Collaborates with mobile system engineering team members and the broader Cox engineering and technology community to provide efficient VAS network and solution designs that are consistent with Cox’s long term vision for network and service convergence. Serves as primary subject matter expert in the area of engineering specialty. Provides detailed engineering support and design consultation to field systems, design engineers, and implementation teams.
4. Assists as needed in all engineering initiatives impacting wireless value added services including but not limited to: network architecture definition, vendor evaluation, new product and service development, economic, alternative, and feasibility evaluations, and operational planning. This will include working with other CCI departments such as Strategy and Business Development, Telephony, DOCSIS, and Video Engineering; Network Operations, Marketing, as well as various Field Engineering and Operations groups.
5. Monitors and participates as needed in industry fora and standards bodies (e.g. OMA, CableLabs, IETF, 3GPP2, CDG) to monitor mobile service and technology evolution and developments, specifications, proposals, and issues of interest and their impact relevant to Cox’s business plans.
6. Collaborates with peers in partner MSOs, Equipment Suppliers, Consulting Firms, and other wireless system operators.
7. Solicits and evaluate technical contributions and proposals from vendor companies as necessary to meet Cox’s future technical requirements.
8. Provides mentoring and guidance to less experienced members of the Cox technology community including IT, engineering, and network operations staff.
9. Typical travel will be 25%.
QUALIFICATIONS:
1. Typical Training / Experience – Typically requires BS/BA in Engineering, Computer Science or related discipline and generally 5-8 years of experience in related field OR MS/MA and generally 3-5 years of experience in related field. Certification required in some areas.
2. 7 years of technical experience including engineering and network operations responsibilities for mobile value added voice/data services and mobile web services.
3. Understanding of current 3GPP2 (1X and EVDO) network technologies and evolution plans including detailed knowledge of both PS and CS call processing for mobile voice, data, and messaging services.
4. Solid in-depth understanding of mobile web and device software technologies including as BREW, WAP, XML, HTML, media players and their role in mobile voice and data applications.
5. Working knowledge of TDM and IP based fixed network technology that includes design, implementation, and operations of soft switching, TCP/IP, VoIP, Mobile IP, SIP, Sigtran, MAP, SS7, ISUP, WIN, and IMS in the mobile network environment.
6. Demonstrated ability to drive and manage third party ASP partners providing hosted solutions to mobile network operators.
7. Demonstrated ability to combine engineering/technical expertise with business and financial acumen to achieve corporate goals.
8. Experience with Greenfield mobile network implementation projects spanning preliminary planning & analysis, network design, ICI (installation, commissioning, and integration), acceptance testing, and commercial launch phases.
9. Ability to work with minimum supervision, quickly learn on the job in a fast paced environment, and proactively contribute as an experienced subject matter expert.
10. Demonstrated ability to flourish in a highly collaborative team environment where personal influence and credibility supersedes formal title based authority, and skill in solving complex problem.
11. Experience in communicating with technical and multi-disciplinary audiences across all levels of an operating company including operations, management, and executive organizations.
