Responsible for the development and ongoing administration of CommScope’s Import Compliance program, including developing NAFTA Certificate solicitation, validation and audit procedures and ensuring NAFTA compliant operations; managing proper harmonized tariff schedule (HTS) codes for all products imported or exported; managing determinations as to country of origin of all goods imported by company; establishing procedures to ensure goods are imported using the proper basis of appraisement; developing and helping to manage implementation of plan for CommScope to become C-TPAT and AEO member; directing third party vendors in connection with cross-border operations.

Due to our continued growth and customer demand we are currently recruiting for a qualified, interested and available Director of International Trade Compliance for an opportunity located in Chicago, IL.
The Director of International Trade Compliance Establishes, implements and audits programs and procedures to ensure CommScope is in compliance with the rules and regulations affecting global trade. The scope of this position includes U.S. and foreign customs regulations, U.S. and foreign export regulations, business relationships with global trade-related service providers, and internal auditing of all of CommScope’s global trade activities. Develops and manages a staff of regional compliance personnel responsible for ensuring compliance with customs regulations, export regulations, business relationships with service providers, and internal auditing of CommScope’s trade activities in their regions. Leads global trade compliance function and supports all business units in meeting compliance obligations.
This position requires approximately 35% travel within North America and overseas.
Essential functions:
Plan, develop, implement and manage customs clearance and compliance processes to minimize net landed cost, deliver highest service level and achieve compliance with all customs laws and regulations.
- Responsible for the development and ongoing administration of CommScope’s Export Compliance Program, including: maintaining and improving systems for customer and transaction screening; managing global compliance with U.S. sanctions and embargoes and with US anti-boycott rules; supporting the legal department in ensuring compliance with FCPA and other anti-corruption/anti-bribery laws; developing and maintaining an export classification process for all company products, components and technology; managing applications for export licenses, if necessary; and ensuring the generation and filing of correct documentation for export transactions.
- Communicate global international trade compliance policies, procedures and programs across all business units and act as lead internal resource for all units for international trade compliance. Provide advice to operating units covering foreign and US global trade compliance, including country-specific import or export restrictions or special programs. Leverages the company’s information technology systems to enhance compliance procedures and manages SAP Foreign Trade utilization and data accuracy, including correct documentation preparation and filing, harmonized tariff codes, product descriptions, values, country of origin, and ECCN numbers.
- Create and maintain recordkeeping systems (including digital systems) to ensure the ready access of documents for compliance purposes. Develop and implement internal audit program to ensure all operations globally are conducted consistent with CommScope’s import and export compliance policies and procedures and all legal and regulatory requirements.
- Develop, implement, and manage global trade compliance training program across CommScope, including vendor and customer training and education, as appropriate, to ensure that they understand the legal and documentation requirements for compliance with governmental requirements.
- Contribute expert information and recommendations in support of strategic and tactical sourcing decisions, including with respect to preferential duty treatment, quotas or other import restrictions or trade remedies, export restrictions, free trade agreements and other related factors.
- Develop, promote and effectively manage strategic relationships and interface with internal and external entities and personnel at multiple levels and in various disciplines to provide tactical and transactional service related to customs clearance, export compliance, and related regulatory matters, while supporting continuous improvement in process quality and reduction in CommScope’s total cost base.
Qualifications:
- Bachelors degree with knowledge of economics, business analysis, deductive reasoning principles and practices typically acquired through a degree in Business, Economics, Logistics, Supply Chain Management, Transportation, Law or Public Policy (advanced degree preferred).
- Minimum of twelve to fifteen years experience in global trade compliance in a manufacturing environment (experience in electronics or telecommunications equipment industry strongly preferred).
- Trade compliance certification or license preferred (e.g., U.S. Customs Broker License, Certified Customs Specialist) (experience in non-U.S., in addition to U.S, regulatory matters preferred).
- Excellent communications and presentation skills that can transcend multiple organizational levels.
