Position Description

Overview:
The Massachusetts Broadband Institute (MBI), established by law on August 4, 2008, by Governor Deval L. Patrick, is the state’s agency dedicated to enhancing broadband services in regions throughout the Commonwealth. Operating as a division of the Massachusetts Technology Collaborative (MTC), MBI is tasked with the responsibility of managing the Massachusetts Broadband Incentive Fund (MBIF), a public purpose investment fund of up to $40 million targeted to spur private investments which will bring broadband access to un-served communities throughout the Commonwealth.

In order to fulfill its mission, the Massachusetts Broadband Institute will be undertaking activities to: assess broadband penetration and access in the Commonwealth; engage with stakeholders and broadband service providers; issue solicitations; develop broadband partnerships; make investments; and monitor compliance and impacts of MBI investments.

Role:
The establishment of the MBI provides a unique opportunity for an individual to lead the Commonwealth toward achieving the goal of affordable, ubiquitous broadband. The Director will be responsible for managing the affairs of the MBI and its Board of Directors and for the development and implementation of a detailed plan and annual operating plans to achieve MBI’s priorities. The Director will report to the MBI Board of Directors and the Executive Director of MTC or his designee and will also work closely with the Executive Office of Housing and Economic Development and the Department of Telecommunications and Cable. The Director will oversee two full time staff professionals, and will be supported by MTC’s legal, financial, communications and other corporate service offices.

The position requires a visionary and highly committed individual whose passion for ubiquitous affordable broadband access in Massachusetts is matched by a record of success in execution of multi-million dollar projects.

The successful applicant will be able to demonstrate the following: proven record of leadership; a relevant and impressive work history with regard to the broadband-telecommunications-cable industries; unquestionable integrity; a keen grasp of the financial and business aspects of broadband deployment; a sense of urgency; and an ability to deliver results. She or he must also be comfortable operating in a public capacity, be adept at working with a board, able to work collaboratively inside a diversified public sector organization; have demonstrated past experience with developing and leading complex processes; preferably ones that rely upon public-private partnerships as the foundation for achieving success.

The ideal candidate will have experience in the deployment of telecommunications-cable-broadband infrastructures. He or she will have experience interfacing effectively with government at the federal and state level, exhibiting sensitivity to the relational dynamic between the mission of the organization and the role of government and quasi-public agencies in fulfilling that mission.

The ideal candidate for this opportunity will be a results-oriented, consensus-building leader capable of managing a highly visible business with multiple stakeholders.

Responsibilities:

The successful candidate will demonstrate an ability to undertake hands-on involvement and responsibility to:
• Interact with the MBI Board of Directors to identify strategic goals and objectives of MBI, while also shaping the metrics by which MBI will be held accountable.
• Design and implementation of a business plan for MBI. The Director will be responsible for ensuring compliance with the statutory requirements of MBI, including the achievement of required reporting and approval requirements.
• Integrate the domain expertise and services available within MTC.
• Outreach and communication to all stakeholders, including but not limited to: elected and appointed public officials, investors in broadband deployment, suppliers of broadband services and consumers as represented through regional initiatives.
• Strategic investment in partnerships that will lead to the further deployment of broadband services in the Commonwealth.
• Collaboration with the Executive Office of Housing and Economic Development, the Department of Telecommunications and Cable, and other state and federal agencies in order to organize and deploy all forms of public resource in the pursuit of affordable, ubiquitous broadband access.
• The collection and representation of data which provides a comprehensive and real-time understanding for broadband access, adoption, competition, pricing, products, bandwidth and other key metrics.
• The supervision of all MBI staff.

Qualifications:

• Bachelors degree required; Prefer Master’s/PhD
• Engineering and/or Business background
• Proven success in business development leadership
• Technical knowledge/understanding in a leadership role
• Experience in public speaking
• Experience in project management

The candidate of choice will have an ability to establish and maintain effective working relationships with colleagues and MBI Board Members as well as with key stakeholders and outside agencies. The candidate will have a demonstrated ability to understand complex public policy issues involving economic development and broadband policies and programs. Strong interpersonal and presentation skills coupled with an ability to communicate effectively with policymakers and other industry and consumer stakeholders while meeting project deadlines are essential for success. The ability to write succinctly, analyze, develop, propose, and organize are all required to demonstrate success in this role.
