Position Description

Senior RF Engineer (GSM)

A Senior RF Engineer is responsible for first level management of system design, system implementation, network optimization and system performance activities. The candidate must be able provide technical leadership on client engagements and be able to lead a large team of engineers in the implementation of client projects. The candidate must be proficient on interfacing directly with the client on a daily basis to discuss activities, project scope and contractual obligations, representing inCode. He or she must create, handle and provide reports detailing activities, schedule, technical as well as administrative functions and a variety of project deliverables. The candidate must be motivated, willing to travel (up to 100%), work on different shifts, and have a valid US driver’s license.

Requirements:
 1 year of working experience in a Supervisory role, managing at least 2 engineers
 5+ years of working RF Engineering experience, with at least 3 years in a GSM / UMTS network
 2+ years of working Network Optimization and Performance experience
 2+ years of design experience
 Frequency Planning
 Propagation Model Tuning
 Search Area Map Creation

Education:
 BSEE (Electrical Engineering) or equivalent required

Skills Required:
 Technical Expertise – Demonstrates ability to outline processes and procedures for design implementation and optimization of wireless networks.
 Client Relations – Demonstrates ability to communicate effectively in both written and verbal communications; must be able to work individually on a client site and provide value to client with little direction beyond initial scope definition.
 Project Management – Assure quality assurance, timely deliverables, and proper documentation of project deliverables as an individual or as team leader of an engineering team of peers, juniors, client personnel, and vendor resources.
 Staff Development – Assist engineering manager in developing goals and objectives for the project, assist staff with appropriate leadership, feedback and direction; Ensure staff understands and achieves company goals, provide technical guidance to project team members
 Knowledge – Thorough knowledge and experience in at least two major wireless technologies. GSM / UMTS must be one of them.

Technical Experience:
 Supervisory knowledge of system design and implementation processes for GSM / UMTS technology. Hands on, and supervisory experience – describing main concepts, design trade-offs, creating Link Budget, planning RF parameters required during design phase and site selection; Understanding of Cell Site Hardware and Network Architecture; Antenna selection. Knowledge of how design criteria such as coverage, capacity, traffic and how mobility effects the throughput requirements of a GSM / UMTS network.
 Proficient on System Optimization and Network Performance: Create Optimization Guidelines for the project. Develop processes for data collecting, work orders and reports to the client. Hands on and supervisory experience – Cluster and network optimization processes, meeting required KPI thresholds; Troubleshooting interference and coverage issues; thorough understanding of hand-off algorithms; Experience in setting optimization parameters for optimum system performance; Understanding and implementation of Network features; Experience in data collection and post processing; Experience in working with RNC or BSC and reviewing network statistics. Knowledge of KPI’s that measure the quality of networks as well as performance levers to improve them.
