Position Description
Core Planning and Optimization Manager
General Summary:
Directs the Tier II BSS, Core Network Planning and Optimization Engineers, Database Integrity, change management, routing updates and other components of the network that require constant changes due to the growth and updates as customers are added to the network. This position interfaces with the customer on capacity monitoring and forecasting, reconfigurations, optimization enhancements, and a variety of other changes that are directed towards the team as part of the overall effort of managing a wireless network.
Duties and Responsibilities:
Performs resource management including the approval of employee leaves, vacations, expense reports, training requests, etc.
Defines and assigns resources to various tasks, completes performance reviews, facilitates team building.
Budget control including: approves tool/test equipment requests, resource requirements.
Ensures the safety and protection of employees, and Client owned assets.
Ensures quality control processes are fully and consistently practiced.
Monitors and forecasts usage growth and capacity constraints, ensuring rapid resolution and escalation of service affecting events.
Coordinates with Fixed Network, RF Teams and Project Management for escalation and resolution of network performance issues and capacity changes.
Ensures compliance to contract related items associated with Managed Services and 3rd party activities.
Develops and maintains local processes and improvement processes to continue performance improvements and efficiency efforts.
Interfaces to NOC and product development teams to improve infrastructure operational efforts.
Comprehensive knowledge of CDMA systems network, facilities, test equipment, preventative maintenance and restoral processes.
Monitors and approves 3rd party work efforts on projects installations and modifications.
Review and approve all MOPS associated with local market work efforts.
Responsible for reviewing and responding to customer trouble tickets, possibly contacting the end user to determine customer resolution.
Disaster Recovery Implementation and Management.
Education:
Minimum: Bachelors Degree from a four year college or technical school.
Preferred: BS Degree in Engineering and 5 years experience in Engineering a core network for CDMA team in large and small markets.
Experience:
Required: 8+ years of wireless telecom Engineering Management and Performance Monitoring experience. Must be able to work well in a high-pressure environment and interface to the client. Must be computer literate in Microsoft Office Suite including Word, Excel, Power point and Outlook. Must have valid driver’s license. Understands alarm monitoring, emergency restoral processes, change management, and overseeing 3rd party contracting companies.
Preferred:
Experience in leading an engineering team working with all switch, cell, and associated network equipment. Understands field test equipment requirements, installation, construction requirements, MOP, and FOA validation, necessary to engineer a Cellular network. Has performed at least one major technology upgrade in a network in the US or overseas. Overall understanding of core network troubleshooting and previous responsibility of up to 100 sites for a cellular operator. Understanding of Core network and BSS OSS and telecommunications interface programs.
