Position Description

GENERAL SUMMARY
Responsible to manage operation of network operation center and associated NOC technicians. Accountability for network security and administration. Support NMS system set-up and authority administration for collection of network surveillance alarms and dependability statistics data in co-operation with support systems engineers. Ensure service levels are achieved as per agreed SLA to fulfill the Company*s mission and customer requirements. Coordinator of change request review board and take actions on all change request received. Verify all network performance reports are generated as required pattern and delivered on time. Manage and document routines / procedures within Huawei operational teams and associated customer interfaces. Responsible on overall surveillance activities on BTS, BSC, MSC, SMSC, Transmission, RF and other related nodes. Ensure customer facing network interfaces are operating within engineering tolerances and SLA requirements. This includes Customer Care, Billing, OSS, and associated databases. Coordination of working level agreement and escalation with third party vendor/supplier.


DUTIES AND RESPONSIBILITIES Essential Functions

Receives direction from NOC Manager and Key client contacts on customer Network projects
Focuses on Network Service performance, works as a team member and lead subordinate staff
Supervises team responsible for OSS and monitoring system required for troubleshooting of Network, BTS associated 3rd party equipment
Responsible for reviewing, routing and responding to customer trouble tickets associated with the network
Responds to changing work patterns and demands with high degree of flexibility.
Leads and motivates team with focus on being results oriented.
Applies an open approach to solving problems and dealing with new proposals, using a thorough and methodical approach to work.
Follows network operation process and interfaces with high degree of analytical and investigative abilities.
Assists in development and approval of MOPs necessary for new technology and product introduction
Assists with Disaster Recovery Implementation and Management
As a supervisor, participates in the daily or technical operations of the NOC center.
Performs other duties as assigned.


JOB SPECIFICATIONS

Education
Minimum Associates Degree or above in Telecommunications, Engineering, Technology Management or other related fields

Preferred BS Degree in Engineering, Telecommunications, Technology Management or related field.

Certification/Licensure Must have valid drivers license, Class C. Required Preferred

Experience
Required A minimum of 5+ years of working experience supporting a Network Operations Center. Two years experience in a lead or supervisory role which includes planning, organizing, directing and coordinating personal activities. Demonstrated experience in operating and managing a NOC for a wireless operator or managed service provider including leading a team working with all switch, cell, and associated network equipment. Overall understanding of wireless troubleshooting and previous responsibility for a cellular operator. Demonstrated knowledge and understanding of BTS OSS and telecommunications interface programs, Billing, Customer Care and surveillance systems utilized in a cellular network. Excellent knowledge of Access, Core and Transport Networks. Excellent customer facing communications skills. Must be able to work well in a high-pressure environment and interface to the client. Must be computer literate in Microsoft Office Suite including Word, Excel, Power point and Outlook. Excellent communications skills in speaking, reading and writing.

Preferred Prior experience in managing an Network Operations team in large and small markets. Experience setting up a new surveillance management platform is a plus. Ability to troubleshoot, identify and resolve issues quickly.
