Position Description

Develops new (MSC) switch interconnection plan requirements for Wireless market expansion or new wireless markets, provides plans to trunk provisioning for the new switch deployment, and determines network connectivity requirements. In addition, the incumbent provides the LEC (ILEC or CLEC) with forecast requirements and conducts traffic analysis for each wireless telephony markets. Develops and produces the general trunk forecast (3/5 year) in compliance with contractual agreements (ICA).

Responsibilities:
Leads and conducts highly complex network studies and interconnection traffic analysis and activities. Monitors the Network to ensure adequate network capacity to meet customer service demand. Conducts complex studies and economic analysis to deploy new switches in existing and new markets. Performs complex Long Distance carrier traffic study activities related to business and/or residential customers.

Conducts analysis and research to develop network plans for interconnection Trunking with ILECs, CLECs and IXC carriers. Examines AMA history to determine calls, traffic routing patterns, MOU volumes to design new interconnection trunk groups required to deploy an efficient wireless telephony network. Conducts research of the network interconnection history, switch configuration, translations and the Local Exchange routing Guide (LERG) to reduce network cost and improve network efficiency. Prepares traffic analysis and performance reports to support trunk group deployment by the Traffic Engineer/Provisioner.

Directs complex traffic routing issue investigations when studies or volumes indicate local area routing and translation problems, etc. Conducts analysis of AMA and investigates possible root causes of problems through translations verification. Prepares AMA analysis results data for translation changes by the Data Base Administrator as required. Develops and produces the general trunk forecast (3/5 year) in compliance with contractual agreements (ICA). Develop plans to implement new network architecture, new switches, new services and changes in the interconnection Trunking network.

Coordinates and assist MIS and field personnel as necessary with AMA investigations; i.e. traffic investigations as described above or field requests due to billing disputes with other carriers. Schedules and performs regular periodic switch studies for AMA analysis on a proactive basis to maximize the most cost effective routing. Performs periodic audit of the interconnection network for network hubbing and bundling opportunities to reduce network interconnection cost. Interfaces with AMA coordinator to develop and compile AMA traffic study databases and spreadsheets for studies.

Network Planner evaluates network demands, develops network plans based on economic feasibility and recommends deployments. Network Planner also conducts special studies as required by the field, CBS, regulatory or Business Telephony Services.

Qualifications:
1. Typically requires BS/BA in EE, Math, CIS or in related discipline. Generally 5-8 years of experience in related field. MS/MA and generally 3-5 years of experience in related field. Certification required in some areas.
2. Five (5) years experience in the wireless telecommunications field is required.
3. Must have in depth knowledge of Wireless Telephony Networks, call routing, call processing and recording is required.
4. A mastery of technology standards utilizing OSS; Network Planning, Network Management and Provisioning tools required to deploy a wireless network.
5. Also possess an understanding of various network topologies (SIP Switch Operations, GSM, CDMA, IMS, UMTS, Broadband – SONET/DWDM, data – ATM/IP/LAN/WAN and protocols (SIP, SIGTRAN, WIN, H.248, IS-41, GR711, ENUM, IS-801, etc.).
6. Ability to gather and analyze key performance data to identify trends and prepare action plans around gaps/problems discovered.
7. An understanding of technology standards and specifications related to transmissions systems, data transport equipment, network links, network interfaces, network protocols, and network management and billing systems is required.
8. An understanding of technology standards and specifications related to, call translations, network interfaces, network protocols, and network management is required.
9. Must possess a solid foundation in understanding of all aspects of the telecommunications industry; i.e. regulatory, financial, engineering, operations, provisioning, and technical understanding.
10. Must be able to lead, manage, direct and instruct personnel through technical resolution of problems.
11. Professional demeanor with Strong Organizational, Project Management, Leadership, and Communication (oral & written) skills required.
