The recent announcement by Carlos Slim's Grupo Carso that mobile subsidiary America Movil would be executing a reverse takeover of its parent, Carso Global Telecom, set many tongues wagging. The move implies that America Movil will become master of fixed subsidiary Telmex, sparking the possibility that the group might finally converge networks and offer quad-play.
The physical convergence of certain core network elements might indeed happen. There is little point in building two complete and parallel core next-generation networks (NGNs), one for the fixed network and the other for mobile backhaul.
But we believe that the group is still far from further integration, and quad-play offers may be even further down the road. The unique characteristics of Grupo Carso mean that it views integration challenges from business model and organizational perspectives. It also feels no particular shareholder pressure to make significant changes, given that its performance has exceeded that of virtually all of its peers, including integrated/converged operators like AT&T and Telefonica.
Some of these considerations deserve to be examined by other integrated operators—and especially by not-yet-converged operators like Verizon. At the very least, the issues we highlight in this report need to be well managed, especially during transition. Others, however, are unique to the nature of Slim's overall empire and the Telecom subgroup in particular.
