It was supposed to be a sure thing. China Mobile isn't buying Millicom International after all. Millicom ended talks with the Chinese operator after the two couldn't agree on a final price tag for the company's coveted properties in emerging markets. The $5.3 billion deal for Millicom's operations in 16 countries around the world would have been the biggest foreign acquisition by any Chinese company and would have been a major coupe for Chinese vendors like ZTE and Huawei.
