The Organization for Economic Cooperation and Development said cell phone users in the United States, Canada and Spain have the highest cell phone bills in the world. The OECD compares domestic prices across countries for low-, medium- and high-use mobile phone users. The following tables show annual prices in U.S. dollars, broken down by fixed subscription costs, calls and messages.

This is a very good thing, I am happy to see this and to know that my country Sweden is among the country with cheapest bills in the world. However I am conserned about Australia's average cellphone bills. Those bills are twice bigger than Sweden's

I think this report does not really take into account the wide range of prepaid plans. My typically usage is somewhere around the 'medium-usage basket'. And I do not spend anywhere near $600 a year on my Tracfone. A quick calculation brings me to around $300. Not the cheapest but not as bad as they found it to be. Which leads me to the conclusion that this is based on contract plans where people often pay for more than they actually use.
More reason for me to remain on prepaid where I get the same service for cheaper, without the contract.

That is per year? I only wish mine were that low. By the way, I carry a PHONE. I may do 12 SMS in a year and do zero MMS, not even sure what they cost.
How about a study of PHONE users based on minutes of usage. This may end up with a different stack.
I've done 1680 minutes of calling in a single month (maybe that is only 800 calls) but might be more typical of a heavy user.
