As a well-respected telecom lawyer and former clerk for the FCC's office of plans and policy, Carolyn Brandon joined CTIA in 2004.  As the vice president of policy, Brandon has to work closely with CTIA member companies and make sure that the association is positioning itself properly on issues. That's not an easy task--particularly when key members such as Verizon do abrupt about-faces on certain issues (i.e. number portability).

Right now the CTIA is closely monitoring what FCC Chairman Martin plans to do regarding early termination fees. Martin has said that he would like to try to establish some rules on ETF this summer but hasn't talked to the other commissioners yet about doing so.
