700 MHz Auction: New rule should end auction soon

Beginning this morning, a new rule for the FCC's 700 MHz Auction will make it more difficult for bidders to sit out rounds or make other stealth moves, according to a report in Forbes. Auction bidders will have to use 95 percent of their bidding units during today's rounds and all subsequent ones, instead of only 85 percent as in previous rounds. Stifel Nicolaus analyst Rebecca Arbogast said the new rule will "flush out people's positions."

With the D block bids just under $500 million and not a lot of activity that I can see, it doesn't seem like the commercial spectrum for public safety is going to meet the $1.3 billion reserve. Who's going to build the network for the government now?
