China to award 3G licenses
China will issue 3G licenses in early 2009, which it expects to generate $29 billion, according to Li Yizhong, the Minister for Industry and Information Technology. The country is giving licenses to China Mobile for TD-SCDMA technology, to China Unicom for WCDMA technology and to China Telecom for CDMA 2000. Article

But do nt expect anything for foreign companies.
Actualy, the licenses are already there for many years, just do not want to pay the check to foreign companies.
Further, the gov't has no money for 3G, unless you give China money to deploy.
