Frontline Wireless appeals FCC's auction rules

Frontline Wireless, the startup that seeks to build a national wireless network shared by public safety and commercial services, has filed a petition for reconsideration with the FCC to change its rules in the upcoming 700 MHz auction. Frontline wants the FCC to allow small businesses that want to bid on the spectrum to employ a wholesale model on a new network. The startup also wants the FCC to deny spectrum to incumbents who, if they win the bid, might have an "excessive concentration in spectrum holdings." Frontline also wants the FCC to lower the minimum bid for the spectrum block dedicated to public safety.

Verizon Wireless recently filed a suit against the FCC over its open access provisions for the auction.
