They are going about it the wrong way, what they should be looking at is a method of blocking the signal not jamming it. Just doing a quick Google will show ways to block the signal by enclosing the area in screen. In electronics this is called a Faraday Cage, and blocks the signal from getting through. The blocking concept is legal, but the jamming type is not.
