SPOTLIGHT: Renewed call for wireless Carterphone rules

The New America Foundation's Wireless Future Program released a new working paper, Wireless Carterfone: A Long Overdue Policy Promoting Consumer Choice and Competition, by Rob Frieden of Penn State University. The same group published Tim Wu's paper on open access that many credit with tipping off the debate that led to the open access rules for the 700 MHz spectrum. Paper
