The carriers that support a faster WiFi data access verses/or even in conjunction with their own proprietary data networks or WiMAX resell plans will be the winners. Customers care little for brand loyalty amongst carriers in the best of times and will migrate/churn to plans that offer the most options at the best price. In a down cycle this matters even more.

An operator could just be the winner to get more subscribers even without WiFi service on top of its service plans if it offers the phones with WiFi broadband conectivity such as iPhone or Nokia E71.

Wonder why cell phone churn rates are at historcal lows in the US? The exception is Sprint, which bleeds over one million subscribers a quarter. Subscribers do care about carrier brand - coverage, plans, service, price, and device selection.
