PCIA Hails FCC Action to Accelerate Wireless Network Deployment

January 25, 2013 – Jonathan Adelstein, President & CEO of PCIA – The Wireless Infrastructure Association, released the following statement today in response to FCC Chairman Julius Genachowski's announcement of new Broadband Acceleration Initiative actions that clarify rules to speed wireless infrastructure deployment and move to expedite temporary cell towers:

"We could not be more pleased with the FCC's efforts to promote wireless broadband deployment.  This common-sense application and interpretation of FCC rules is an enormous step forward for those of us who care about meeting consumers' insatiable demand for wireless data.  It will spur badly needed investment, creating jobs while expanding broadband capacity.

"Foremost, clarifying definitions related to the federal collocation/modification provision of the Middle Class Tax Relief and Job Creation Act eliminates confusion among state and local jurisdictions trying to comply with the law. Defining the "rules of the road" will speed the efficient deployment of the infrastructure needed to address the wireless data crunch.

"Because we need real and enforceable timelines for infrastructure deployment, PCIA is pleased the FCC clarified that section 6409(a) does not preclude state and local jurisdictions' compliance with the 'shot clock,' which regulates the time frames in which those jurisdictions must take action on wireless facilities siting and collocation applications. We also applaud the commission's clarification of the term 'base station' to include distributed antenna systems and small cells.

"This Commission clearly gets it.  It has laid out an impressive agenda to promote infrastructure deployment right when it's needed most.  They are looking ahead, be it temporary towers that help ensure consumers have access to wireless services during political conventions, sporting events, and other big gatherings that bring so many of us together, or small cells and DAS that work in conjunction with towers to provide wireless coverage and capacity.

"PCIA members are eager to continue to build and expand the nation's wireless network that delivers the many benefits of mobile broadband to millions of consumers across the country, including new opportunities for improved healthcare, education and public safety.  We thank Chairman Genachowski and the entire Commission for their efforts to bolster this essential network deployment."
