David Beers has an excellent article on JSR 232 (Mobile Operational Management) titled "Life about to get better for mobile developers." The basic idea is JSR 232 allows apps to use software components and libraries that can be downloaded on-the-fly to users' phones, saving developers from having to constantly recode common HTTP or XML functions.
