KPN's German carrier E-Plus today launched a flat-rate mobile phone service. The new service, called BASE, will offer free calls to fixed-line phones and to other E-Plus subscribers for €25 ($30) a month. Calls to other networks are available for €0.25 a minute. BASE is targeted at subscribers with average or high use, including business customers. E-Plus' new service is a response to German market leader T-Mobile's recent move to lower prices.
