SPOTLIGHT: Feds want ban on cell phones for teenage drivers


The National Transportation Safety Board voted to add a ban on wireless devices for novice drivers to their list of most desired motor safety laws. Although the group has no direct lawmaking powers, it claims extensive lobbying clout. Eleven states and the District of Colombia already have laws restricting cell phone use among novice drivers.
