Europe's mobile operators argued that surcharges for international calls are already falling and creating difficult market conditions, and they don't need the European Union to cut roaming fees for them. Europe is set to enact legislation that would force roaming cuts by the summer of next year, and the European Commission plans to adopt a proposal for the new legislation before this summer.
